APPLICANT REQUESTS THAT:

She be allowed to transfer her Post-9/11 GI Bill educational 
benefits to her dependent.

APPLICANT CONTENDS THAT:

Prior to being medically discharged, she wanted to transfer her 
remaining GI Bill entitlements (17 months) to her son.  She was 
not able to do this using normal means because she did not have 
retainability, and was not going to retire. 

She contacted many areas within the Air Force, most of whom had 
no idea what she needed to do.

She was told that she had to wait until she separated to 
transfer her remaining entitlements.  She is now told that was 
not the case.

She did everything in her ability to follow correct procedures; 
however, no one knew the proper course of action for her 
specific situation.

STATEMENT OF FACTS:

The applicant was discharged with entitlement to disability 
severance pay effective 28 Sep 12, after serving 15 years, 
7 months, and 18 days of active duty service.

Additional relevant facts pertaining to this application, 
extracted from the applicant’s military records, are contained 
in the letter prepared by the appropriate office of the Air 
Force at Exhibit B.

AIR FORCE EVALUATION:

AFPC/DPSIT recommends denial.  DPSIT states that the applicant 
did not provide adequate justification or documentation to 
support her claim.  Nothing was provided showing who counseled 
the applicant on transferring her educational benefits, and 
there is no record of the applicant applying for the benefit in 
either the Right Now Technology (RNT) system or Defense Manpower 
Data System (DMDS).

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 21 Dec 12, a copy of the Air Force evaluation was forwarded 
to the applicant for review and comment within 30 days (Exhibit 
C).  As of this date, this office has received no response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was timely filed.

3. Insufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice.  We took 
notice of the applicant's complete submission in judging the 
merits of the case; however, we do not find her uncorroborated 
assertions sufficiently persuasive to override the rationale 
provided by the Air Force office of primary responsibility.  
While the applicant states it has been her plan to transfer her 
benefits to her son since 2009; she has not provided sufficient 
evidence to support her contentions.  Therefore, in the absence 
of corroborative evidence she was improperly counseled, we find 
no basis to recommend granting the relief sought in this 
application.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented did not 
demonstrate the existence of material error or injustice; that 
the application was denied without a personal appearance; and 
that the application will only be reconsidered upon the 
submission of newly discovered relevant evidence not considered 
with this application.
